The answer is simple. The USDA allowed Monsanto to plant their illegal GMO wheat in fields in several states as a test. The tests failed, but all the Monsanto wheat seeds and product were quarantined, as a agreement with the USDA. The GMO wheat has always been illegal in the USA. Monsanto took a risk by test planting the stuff. Now they must pay the price for polluting the wheat fields of other farmers with their illegal product.
